Branch of the Association HELVETAS Swiss Intercooperation in KR is looking for Project Officers for IWIP - Irrigation Water Integrity Project – 2 positions (duty station in Osh).

HELVETAS Swiss Intercooperation in Kyrgyzstan launches a three and half year (2018-2021) advocacy project IWIP – Irrigation Water Integrity Project - in the south of the country with an objective to support the advocacy for policy changes in the irrigation sector on municipal, rayon and national levels
Main responsibilities:
  1. Responsibility for targeted execution of project phase strategy and achievement of targeted indicators in the working area (rayon). Elaboration and execution of operational plans/annual plans, elaboration and mainstreaming the implementation approaches, coordination of the implementation work done by partners and stakeholders.
  2. Responsibility for conceptual contribution to advocacy strategy of project, developing convincing knowledge products as solid base for advocacy of policy changes. Precise presentation of advocacy knowledge products to the wide audience of stakeholders (donors, state, CSO, communities etc.)
  3. Responsibility for good knowledge of local context of irrigation water management, local self-government  and local economic development policies, establishing a vivid network and keeping close contacts with key project partners (WUA and LSG) and regular meetings with other stakeholders (state, CSO).
  4. Responsibility for establishing and organising regular multi-stakeholder platform meetings (WUA, LSG, State, CSO etc.), facilitating healthy and hot discussions on irrigation policy related issues (as per the strategy), delivery of valuable outputs contributing to the current policy changes.
  5. Responsibility for organising and conducting effective capacity needs assessments and capacity development activities with key project stakeholders (WUA and LSG) using innovative methods.
  1. Responsibility for promotion and adoption of effective collaboration models among key stakeholders of LSG and WUA. Searching for motivation and commitment for cooperation of both key stakeholders – WUA and LSG.
  2. Responsibility for organising and conducting wide and effective awareness raising campaigns for water users of the target areas using innovative methods and existing communication systems in rural areas
 Qualifications:
  • Higher education in Political science, Public Administration, Law or other relevant social science area (management).
  • Minimum of 3 years’ relevant work experience preferably in the area of advocacy/lobby, irrigation water and/or local self-governance.
  • Basic knowledge of local context in the rural areas with regard to irrigation sector. Fair knowledge of local governance and self governance systems in Kyrgyzstan. Basic knowledge of advocacy and lobby theory.
  • Experience in projects’ cycle management and strategic planning sessions.
  • Experience in elaboration and implementation of advocacy strategies.
  • Experience in projects related to local services (LSG, WUA, Associations for Drinking Water etc.).
  • Result-oriented project management.
  • Strong coaching and facilitation skills.
  • Good reporting and writing skills in English and Russian.
  • Strong analytical skills and critical thinking.
  • Responsibility and punctuality with deadlines.
  • Good presentation skills.
  • Good knowledge of local context (Osh and Jalalabad).
  • Motivational leadership style and team building skills.
